Haikou Integrated Free Trade Zone is building a diamond jewelry industry base in Hainan,  a first batch of Jewelry may be produced by the Spring Festival

Machine humming is coming from a factory building in Haikou Integrated Free Trade Zone.  This is the processing base for the jewelry project of Peace Base Industry.                      The first joined jeweler is performing pre-production staff training. " Before the Spring Festival, the first jewelry processed in Haikou base is expected to be available."  said Zhang Zhifeng, GM assistant of Haikou Peace Base Industry Development Co., Ltd. 

In the production workshop of Hong Kong Heng Mei Jewelry Company within the jewelry project  of Peace Base Industry in Haikou Integrated Free Trade Zone, the reporter notes,  a machine for jewelry processing does not need much space, thus a workshop can accommodate many such machines.  Unexpectedly, the initial staffs for jewelry processing are male. With their skillful technique,  small raw materials for jewelry become sparkling and dazzling.Here you can see,  a piece of jewelry is produced after several processes such as design,                         molding,lapping, setting, polishing and electroplating.

Zhang Zhifeng introduces that the project of Peace Base Industry in Haikou Integrated Free Trade Zone,  including four bonded warehouses, three production workshops, an office building and an exhibition center,  which is completed 95%, is attracting investment.  Since the project of Peace Base Industry enjoys the advantage that with the preferential policy  of Haikou Integrated Free Trade Zone, imported raw materials for jewelry processing are duty-free, and the finished jewelry is sold abroad. On December 28, 2015,  Hong Kong Heng Mei Jewelry Company officially entered into the building for the Project of Peace  Base Industry in Haikou Integrated Free Trade Zone. After intense equipment installation                                                      and trial-run, pilot production is in progress.

"Authorized by its counterpart in charge of Shanghai Diamond Exchange to handle the inspections required by  customs clearance for imported goods, as a breakthrough, Haikou Integrated Free Trade Zone strives to build  a diamond jewelry industry base in Hainan." introduced Liu Xinhong, deputy director of management committee  of Haikou Integrated Free Trade Zone. 

Two years ago, Haikou Integrated Free Trade Zone went into special measures favoring for diamond jewelry  industry development in Hainan and performed active coordination with Haikou customs, Shanghai Diamond Exchange,  Shanghai customs and General Administration of Customs to obtain policy support and breakthrough.  After nearly two years of efforts, General Administration of Customs approves to set up a pilot area for  Haikou Integrated Free Trade Zone and Shanghai Diamond Exchange to carry out the customs clearance.  The project of Peace Base Industry has been successfully tested three times for customs clearance and 23  diamonds have been traded. Main leaders of Haikou Integrated Free Trade Zone have taken the initiative  to go to Beijing to coordinate with relevant officers of National Gemstone Testing Center (NGTC) to pay  a visit and reach an agreement on NGTC's setting up a laboratory in Haikou Integrated Free Trade Zone,  so as to provide technical support and supporting services for development of diamond jewelry processing  and exhibition industry. Last year, Haikou Integrated Free Trade Zone has invited more than ten diamond  jewelers from Panyu to pay a visit and reach an agreement on intention of investment. Five diamond jewelry  companies from Hong Kong, the United States etc. have signed the agreements. 

It is learned that this year, Haikou Integrated Free Trade Zone will introduce more diamond jewelry processing  enterprises and traders, make use of the Peace Base Jewelry Industrial Park and the policy of customs clearance, enhance service quality,  and expand sales volume through duty-free stores and E-commerce to  form  a diamond jewelry industry chain from processing, exhibition to sale, and promote the development of diamond jewelry industry in Hainan.
