On the morning of December 21, 2016, Haikou Customs Commissioner Weihong Lv and his party visit Haikou FTZ and hold an on-site seminar. Bin Han, party secretary of Haikou FTZ, receives Commissioner Weihong Lv and his party. The leading group of Haikou FTZ Administrative Committee, Haikou FTZ Customs Commissioner Hua Liu and his party, and representatives of enterprises in the FTZ such as HPB Board Chairman Baojun Zhang, attend the seminar.

After listening to Xinhong Liu, deputy director of Haikou FTZ Administrative Committee, Haikou FTZ Customs Commissioner Hua Liu and HPB Board Chairman Baojun Zhang, Commissioner Lv answers the questions on investment promotion, interaction of Haikou FTZ and the Port, and relevant work, and gives full recognition to the development of Haikou FTZ during the past year.

Regarding HPB, Commissioner Lv asks about the progress of the Diamond Jewelry Project, and HPB Board Chairman Baojun Zhang gives an account of the specific process. At present, The HPB Diamond Jewelry Project being invested RMB 300 million has been completed, and completion-based inspection and acceptance of the Project have been completed. The factories are fully equipped for production and processing, the bonded warehouses and processing factories will be soon put into use. Innovative business mode of conversion of "bonded goods" into "duty free goods" has achieved significant results, the sales of Zuanxihui Store in Meilan Airport Duty-free Mall has risen steadily. In order to further support the development of diamond jewelry business, the construction of specific area and industrial park within Haikou FTZ, and to attract international jewelry brands to ship in the industrial park, Chairman Baojun Zhang expects the customs to extend the "Integrated customs clearance for loose diamonds” policy. Furthermore, in order to further develop the business of conversion of "bonded goods" into "duty free goods", Haikou Customs is also expected to coordinate with relevant departments to expand the scale of the Zuanxihui Store in Meilan Airport Duty-free Mall.

Commissioner Lv responds to HPB's request. He says that they would further strengthen the contact with HNDF, CDF and etc. so as to further expand the business space of the Zuanxihui Store in Meilan Airport Duty-free Mall, and to help the process of internationally-branded bonded products to ship in the Haitang Bay Duty-free Shopping Center. He also hopes that customs clearance for loose diamond of HPB exceeds RMB 10 million within the year, so as to lay the economic foundation of General Administration of Customs’ approval for the extension of the policy.

Finally, Commissioner Lv says, HPB Diamond Jewelry Project shows the rapid development of Haikou FTZ, and the project has great significance to promote transformation and upgrading of Haikou FTZ and to improve the competitiveness of Hainan duty-free goods, so that Haikou Customs will fully support it.
